The Composite Water Resource Management (CWRM) plan is a tool to develop and implement scientific plans at the lowest administrative (gram panchayat) and hydrological unit (micro watershed) in a catchment/watershed or sub-basin. The CWRM plan consist of four main components, 17 themes and 57 sub-themes developed based on the key components of Integrated Water Resources Management (IWRM) and climate adaptation framework. The analytical framework uses both spatial and non-spatial data on land use, water, soil characters, forest, agriculture including livestock, drinking water and grey water for characterizing the landscape, assessing natural resources and estimate water budget based on supply and demand at the gram panchayat level. The process adopted a scientific and systematic approach for planning, cooperation and financing at different levels from local to national.
